Mediator and Founder | Blue Sky Mediation CenterRobert P. Mougin is a full-time mediator serving California, Nevada, and Arizona and is the Founder of Blue Sky Mediation Center. A mediator since 2016 and a trial attorney for over 30 years before and alongside that work, he has conducted more than 1,000 mediations with an over 90% successful settlement rate.
He completed his mediation certification through the National Conflict Resolution Center in San Diego in 2012, is a member of the National Academy of Distinguished Neutrals, was selected to Super Lawyers in 2026 in Alternative Dispute Resolution, and serves on the San Diego Superior Court’s Approved Panel of Civil Mediators and its Probate Mediator Panel.
He mediates business, employment, personal injury, habitability, construction, real estate, and probate disputes.
Robert Mougin was born and raised in Southern California. He attended the University of California, San Diego, graduating with honors with a B.A. in Economics in 1993, and earned his Juris Doctor from the University of San Diego School of Law in 1996. After passing the California bar, he began his legal career defending local businesses in civil claims in the San Diego area.
In 1997, he became a founding partner of the law firm Lake & Mougin, LLP, focusing on business litigation, employment and personal injury defense, and he went on to pass the Nevada and Arizona bar examinations to expand the firm’s reach across the southwestern United States.
In 2001, he joined Kring & Chung, LLP, personally opening its San Diego office and later its Las Vegas office, and for more than twenty years he served as managing partner of both. In that role, he handled more than 3,000 matters, including trials, arbitrations, and mediations, with damages in dispute exceeding a billion dollars in state and federal court.
In 2012, Robert completed his certification with the National Conflict Resolution Center, and in 2016 he founded Blue Sky Mediation Center to devote his practice fully to mediation.
For Robert, mediation is a natural fit. As he puts it, he sincerely enjoys helping make pockets of peace in the litigation world, one day at a time.
After three decades in the courtroom, he understands what a case looks like from every side, and he sees mediation as the best opportunity parties have to have a real conversation about what resolution looks like, with both transparency and confidentiality.
Robert makes preparation for each mediation session a priority, and he works to do everything possible to help the parties reach a full and final resolution.
He draws on 30+ years of trial experience to give each side a candid, impartial analysis of their case, and in highly charged or high-conflict disputes he uses the caucus method, keeping the parties in separate rooms so they can negotiate productively without having to sit face-to-face.
